In a small bowl, combine mayonnaise, milk, garlic powder, and black pepper. Whisk together until smooth. Stir in chives. Set aside in the refrigerator until serving.
Cook bacon according to package instructions. We recommend crispy for this salad, but cook to your preferred level of crispiness.
Assemble salad in a large salad bowl or individual plates. Layer romaine crunch into bowls or plates and top with tomatoes. Drizzle with dressing. Crumble bacon over the top and garnish with sliced chives and freshly cracked black pepper.
